8月10日，安徽省池州市贵池区发展和改革委员会发布关于印发《贵池区分布式光伏备案服务指南 (修订版)》的通知。
通知指出，自然人户用分布式光伏项目可由属地供电公司代自然人向备案部门申请备案，亦可由用户自行备案;其他分布式光伏项目由屋顶产权所有人自主选择投资开发企业后，由投资开发企业申请备案。其中，非自然人户用分布式光伏在满足“投资主体相同、备案机关相同、单个项目的建设场所、规模及内容明确”条件下可以合并备案，其他项目不得合并备案。
通知明确禁建范围：
1. 拟拆迁区域。
2. 火灾危险性高的建筑物、不符合安全条件的场所、历史 文化保护建筑;开展严格的地质灾害风险评估，根据评估结果 确定不能建设的地质灾害易发区。
3. 用地红线范围内无建筑物的(如宅基地范围内无住宅 的) 。
4. 其他法律法规不允许建设的区域。
