美国的“绿色梦之队”来了。

12月15日，华裔科学家朱棣文（Steven Chu）被题名为美国能源部长，同时提名了另外几位可再生能源的积极推动着组成了奥巴马口中所称的“Green dream team”—“绿色梦之队”。分析人士称，朱棣文的当选将更加有利于奥巴马推行太阳能等绿色能源的激励计划，奥巴马也称“这是我们千载难逢的机会”。而朱棣文之前的有利竞争者，加州州长施瓦辛格虽然目前面临经济危机时饱受争议的窘境，但加州的光伏发展却是有目共睹的。

The American “Green Dream Team” is coming.

On Dec.15, Steven Chu, the Chinese American who won the Nobel Prize on 1997 was named to be Obama’s energy chief. Along with his being nominated were some other promoters of green energy. These people formed the “Green Dream Team” called by Obama. Analysts said that Steven Chu’s been selected will bring more benefits to Obama’s green energy plan. And Obama himself considered it as “a historical opportunity”. While Chu’s former competitor, Schwarzenegger, the Governor of California was involved into a most challenging time now as California faced a potential $40 billion deficit that threatened jobs, roads, schools and public safety. But we should admit that the PV industry in California has already developed greatly.

德国，西班牙来了。

由于目前组件下跌，德国光伏补贴使得消费者购买欲望增强，虽然不能解决组件的加压问题，但总算能让处于寒冬的光伏业者喘口气，这是一个好的信号。而西班牙在检讨补助法案对本国业者帮助有限后，预计在2009年1月15日出台新法和新的认证标准，市场开发指日可待。德国，西班牙虽然采取了较为保守的新能源措施，但这也意味着它们的新能源步伐将更加稳健。

German and Spanish are coming.

With the decline of the module, German’s PV subsidy encourages consumers’ purchasing desire. It more or less released the pressure of PV industries. While after Spanish found that the effect of the allowance bill is really limited, they are going to put out new bill and accreditation standard on Jan.15, 2009, and the development of the market can be expected to happen. Although German and Spanish adopted more conservative measures, their steps on new energy are steady.

法国来了

法国计划，到2020年太阳能发电容量将提升为目前的400倍，用太阳能生产的电力将占到可更新电力的23%，这高于日前的10.4%。当前法国太阳能安装量约为13MW，到2020年计划达到5.4GW，一贯使用核能的法国突然如此大张旗鼓地发展光伏，还真叫人有点不适应。

France is coming

France government plans to increase the capacity of solar power generation to 400 times as by 2020, and the power from solar can take 23% part of the total power then, which is far more than 10.4% now. Now the installation of solar energy in France is 13MW, and it is expected to increase to 5.4GW in 2020. These large scale actions are really unusual as France constantly uses nuclear energy.

日本来了

日本计划在明年第一季度投资90亿日元，用以补助光伏家用发电系统，每千瓦补助7万日元，相比2006年取消补助前的每千瓦补助3-4万元增加了一倍。仅明年第一季度就可以创造月300MW的商机。

Japan is coming

Japan intends to invest 9 billion Yen to support the home-use PV generating system, which amount to 70 thousands Yen per GW. It increased twice compared with 30-40 thousands in 2006. It is expected that only the first quarter of next year will create nearly 300MW’s business opportunities.

澳大利亚来了。

澳大利亚宣布投资5亿澳元用以对抗气候变化，并将这笔资金的使用期从6年前缩短到了18个月。免除了长期以来有技术，有阳光，但光伏业没有得到大发展的澳大利亚的尴尬。马丁·格林等澳大利亚的科学家一定非常欣慰。

Australia is coming.

Australia announced to invest 50 millions to deal with the climate problem, and shorten the usage period of this from 6 years to 18 months. This removed the embarrassment in PV industry of Australia, which should be a great comfort to Martin Green and other Australia scientists.

中国也来了。
中国现在谈论最多的就是光伏组件成本的下降问题和昆明的166WM工程。CSI瞿晓铧等人提倡的低成本组件与国内工程的逐步增多，让中国看到了本土化市场开放的希望。而据《shine》了解，以温家宝总理为首的节能减排小组一直在为达到胡锦涛主席的G8峰会上所做到的承诺而努力。《Shine》也将在新的一年邀请各国专家齐聚中国，商讨如何开发适合中国国情的市场模式，光伏业在不久的将来将会迎来百花齐放的盛世！

China is coming!

The hot spots in China now are the decline of the PV module cost and Kunming’s 166 WM project. The increase of the low cost module advocated by Qu Xiaohua, CEO of CSI et al and the national projects show China a bright future of the domestic market. As what Shine Magazine learned that the energy conservation and reduction group led by primer Wen has been trying their best to catch on the promise made by Chairman Hu on the G8. And in the coming year, Shine Magazine will create a chance for PV colleagues all over the world to gather in China to make further discussion about the suitable market mode of China. We believe that in the near future, the PV industry will come to its beautiful spring.
